Housing Benefits Plan (HBP) was established in 1996 as a result of the merger of two regional plans – the SERC-NAHRO Benefit Plan, active since the late 1950s, and the SWRC-NAHRO Medical Plan, established in 1981.

 

HBP is governed by a Board of Trustees made up of eight housing authority representatives from the two regions who are participants in the plan, assuring that each decision made affects the board members just as it does all other participants.
